On April 10, the City Council cast a unanimous vote to kickstart the construction of a brand new downtown library, right on the same block as the current one. This decision marks a significant step towards enriching the community’s access to books, resources, and services.

Teamwork Makes the Dream Work

The spotlight here is on Hourigan Construction, who will play an essential role in bringing this project to life. They’re not just going to build the library; they’ll also work hand-in-hand with city staff, library employees, the Library Board of Trustees, and even residents. Their mission? To finalize a library design that reflects what the community truly desires.

The Plan: Two Phases to Create a Community Gem

The agreement with Hourigan comprises two exciting phases:

  • Phase 1: Public Input

This initial phase comes at a cost of $26,755. Hourigan will lead several meetings to gather input from stakeholders and the public regarding the library’s design. Feedback will flow from city staff and a specially formed committee that reviews the library’s current condition. This phase will ensure that the preliminary design can be tweaked to better meet the community’s wishes before moving on to the next step, which will require further approval from the City Council.

  • Phase 2: Design

Should everything go according to plan, the cost for this second phase is projected at around $1,096,657. During this phase, Hourigan will develop construction drawings that are 35% complete. Once the design wraps up, a comprehensive agreement will be presented to the City Council in early 2026. It’s in this phase that they will nail down the final construction price for city leaders to consider!

How Did We Get Here?

You might be wondering how Hourigan was chosen for this important project. Just last month, proposals were sought, and three competitive bids came in thanks to the Public-Private Education Facilities and Infrastructure Act (PPEA). The City Council’s evaluation committee, including library staff, the Board of Trustees, representatives from the Friends of the Library Foundation, city staff, and council members, diligently reviewed the bids over four meetings. They focused on key factors like parking, interior and exterior design, and even how construction would impact library operations during the building process.

At the end of it all, Hourigan’s proposal estimated a total of $26.1 million. While this figure exceeds the City’s planned budget, it was still lower than competing offers and perfectly met the evaluation criteria set forth by the review committee.

Why a New Library?

The existing library has been a cherished fixture in Williamsburg since 1973, undergoing its last renovation back in 1998. However, with the community’s growth, it has struggled to keep pace, leading to significant shortages in space for books, patrons, and essential services.

The new library is designed to address these needs head-on, aiming to cater to the evolving demands of the population. Moreover, this initiative isn’t a one-off. Plans are already in the works for two new libraries in the region, one being the downtown project, and another location yet to be determined, set to come alive within the next three to five years.
