Government

City of Williamsburg, VA

The City of Williamsburg operates under a Council-Manager form of government, a common structure for small to mid-sized cities in the United States. This system combines the political leadership of elected officials with the professional management expertise of an appointed city manager.

City Council

Williamsburg’s City Council is the governing body responsible for setting policy and guiding the overall direction of the city. The council consists of five members, including the Mayor, all elected at-large (meaning citywide, not by district). Elections are held every two years, with staggered terms to ensure continuity.

  • Mayor: Selected by the City Council from among its members. The Mayor presides over meetings, represents the city at official functions, and serves as a figurehead, but does not have additional executive powers.
  • Vice Mayor: Also selected from the Council, the Vice Mayor assists and stands in for the Mayor as needed.

The City Council adopts ordinances, approves the budget, sets tax rates, and appoints the City Manager, members of boards and commissions, and the City Attorney.

City Manager

The City Manager is the chief administrative officer of the city, appointed by the City Council. This professional manager is responsible for the day-to-day operations of the city government, including:

  • Preparing the city budget
  • Implementing council policies
  • Overseeing city departments and staff
  • Managing public services and infrastructure projects

The City Manager acts as a bridge between the elected council and the city’s operational departments, ensuring that policy decisions are carried out efficiently.

City Departments and Services

Williamsburg’s government provides a range of municipal services through various departments, including:

  • Police and Fire Services
  • Public Works & Utilities
  • Planning and Codes Compliance
  • Parks and Recreation
  • Economic Development
  • Finance and Budgeting

These departments work under the leadership of the City Manager to deliver services and maintain infrastructure for residents, businesses, and visitors.

Citizen Engagement

Williamsburg encourages civic participation through public meetings, advisory boards, community events, and transparency initiatives. The city also uses digital platforms to share information, gather input, and offer online services.
